Both ICAO and IMO have put a new regulation into effect that mandates the marking size of the UN 4-digit number on non-bulk hazmat shipments. The 2013-2014 edition of ICAO's Technical Instructions requires this marking change, and IMO's IMDG Code Amendment 36 authorized voluntary compliance from Jan. 1, 2013, with a one-year transitional period. PHMSA has proposed this requirement but has not published it yet.
