The strain on the air cargo supply chain shows no signs of letting up—especially with the peak holiday season upon us. Demand is accelerating, and capacities are not limitless. What’s the answer? According to air cargo specialist James Wyatt, Dangerous Goods compliance plays a key role in helping the industry maximize its capacity. “Compliance is absolutely key to ensure that shipments are checked in accordance with the regulations and that they fly as booked within the capacity space that they have been allocated.” HazMatters spoke with Wyatt for a special, two-part podcast. A single product could be classified in one way in one country and another class in a neighboring country—so shippers had to change placards and documentation with every border crossing. That situation is now much simpler, thanks to efforts by Diego Gotelli—Director of the Chemistry Information Center at CIQUIME—to harmonize South American hazmat regulations. MERCOSUR, the largest free-trade agreement bloc in South America, has agreed to a new agreement based on the 17th version of the UN Model Regulations, establishing a harmonized framework governing packaging, documentation, inspections, violations and sanctions. Distributing that much vaccine within the tight temperature and time parameters required for efficacy will be an unprecedented job. Because COVID-19 vaccine doses need to be transported at ultra-cold temperatures to remain effective—negative 70°C or colder—shipments will require dry ice containers. And while COVID-19 vaccine doses are not considered hazmat, dry ice is governed by Dangerous Goods restrictions when travelling by air. In this podcast, Labelmaster Senior Manager Jay Johnson, an expert on cold chain packaging and logistics, shares his insights into the challenges of dry ice transport, along with the completely different challenges associated with transporting COVID-19 test samples. Dry ice sublimates into huge volumes of carbon dioxide, which will cause sealed containers to explode and create an asphyxiation risk in closed rooms. While pharma and supply chain veterans are accustomed to mitigating these risks, COVID-19 distribution will likely involve many people who don’t have the same training or experience.
